Your state Attorney General's office is a good place to file a complaint. The process varies by state, and most state AGs have websites with more information. Just search Google for <state name> Attorney General.
Complaining to the authorities should only be done if you have valid proof of illegal practicies. This is serious. Please think before submitting a complaint to the FTC, and don't just do so out of anger. If you have true proof of their illegal activities, you can file a complaint with the Federal Trade Commission.
Finally, if you feel Wells Fargo owes you money, you can file a civil lawsuit against them in a court of law. It's best to contact a lawyer to proceed here.
